MORNING COFFEE

Fed to Make Decision on Interest Rates. Traders will be waiting for the Feds announcement on interest rates today.  The Fed is expected to leave interest rates unchanged at 0.0% - 0.25%, but Wall Street will be looking very carefully at any changes in the policy statement.  The Fed is expected to release the decision on interest rates at 2:15 pm EST.  Other economic reports due to be released today are Housing starts and Building permits.

Bank Lending Stalls. Loans by the top nine TARP recipients fell -$19.3 billion in January to $35.9 billion, the lowest origination total since October's $41.6 billion. The Treasury said this is the last time it will publish this information because "aggregate month to month changes are no longer meaningful."

Eurozone to Help Greece. Eurozone leaders said yesterday that if necessary they're prepared to help Greece by creating an emergency financial support facility for the first time in the euro's history.

Upgrades
Clorox (CLX): Barclays Capital raised their rating from Equal Weight to Overweight and changed their target price from $67.00 to $71.00.
Starbucks (SBUX): UBS raised their rating from Neutral to Buy.

Downgrades
Brinker (EAT): Piper Jaffray lowered their rating from Neutral to Underweight and placed a target price of $16.00 on the company.
Western Union (WU): William Blair lowered their rating from Outperform to Market Perform.

Western Union (WU):  Susquehanna Financial initiated coverage with a Positive rating.

Coverage Reiterated/Price Target Changed
Guess? (GES): Jefferies & Co reiterated their Buy rating and changed their target price from $50.00 to $55.00.
Dominion (D): Jefferies & Co reiterated their Hold rating and changed their target price from $38.00 to $40.00.
